Questions that the toolkit will aim to help you answer:

How do we determine what our information requirements are?

How do we identify and assess the risks and benefits of sharing information?

How do we decide the legal basis for sharing?

How are we going to monitor the information sharing?

What will we have at the end of this stage?

By the end of this stage the partnership will have a clear, documented design for the information sharing initiative, including an understanding of the legal implications. It will also have an agreed, documented understanding of the organisational and partnership risks as well as an agreed approach to monitoring the progress of the initiative.

Why is it important?

It is vital to ensure that all partners contribute to the design and planning phase in order to make sure that the views of all partners are taken into account. This also establishes buy-in to the design which will be critical to securing the necessary resources.
